How to validate Argentine phone numbers (+54 format, the 9, area codes)

Validating an Argentine phone number is more than counting digits: the +54 format, the mobile 9, area codes, and what a validation can actually confirm.

Validating an Argentine phone number looks trivial until you hit the 9, the 15 and area codes that change length by city. If you are cleaning a lead list or validating a form, getting the format wrong leaves you with numbers that look fine but are useless to call or to run an HLR against. Here is how a well-formed Argentine number is built and, more importantly, what a validation can and cannot confirm.

The +54 format and the 9 almost nobody writes correctly

Argentina uses country code +54. For mobiles, the correct international format inserts a 9 between the country code and the number: +54 9 11 2345-6789. That 9 marks it as mobile. The old 15, used to dial a cellphone from a landline, is local dialing: it does not belong in the international format. A classic mistake is storing +54 15 … or +54 11 15 …: they look like a number but are not valid E.164.

Landlines do not carry the 9. A Buenos Aires landline is +54 11 4123-4567. Area code length varies: 11 in greater Buenos Aires, 351 in Córdoba, 2966 in Río Gallegos. The national significant number is around 10 digits, but how it splits between area code and subscriber changes by locality.

What a format validation confirms (and what it does not)

Local validation answers a narrow question: is this number well formed and does its prefix belong to a range assigned to a carrier? It is fast, cheap and filters most of the garbage: extra or missing digits, non-existent prefixes, repeated sequences. What it cannot tell you is whether that line exists and is active today. That requires a query to the network.

When to step up to a live line lookup (HLR)

If you are about to invest in a call or SMS campaign, it pays to separate the numbers that are also active. An HLR lookup queries the network and tells you whether the line exists and which carrier it currently sits on — something number portability makes impossible to infer from the prefix. It has a per-query cost, so the sensible order is to validate format first and reserve HLR for the ones that passed.

FormatHLRvs
Format validation: cheap and bulk. HLR: confirms a live line, at a per-query cost.

One thing we will not oversell: we validate format and carrier, and optionally the live line via HLR. We do not check whether a number has WhatsApp active; that is a different thing, and it is wise to distrust anyone who sells it as hard data.

In short

For Argentina: normalize to +54, add the 9 for mobiles, drop the 15, and accept that area code length depends on the city. Validate format to clean the list, and use HLR only where the cost of calling a dead number justifies the query.
